Abstract

A new statistical theory of couplings between molecular rotations and the OH···O motions. As such, the correlation function approach is employed all along as well as a special type of expansion in whcih the energy of coupling between rotational and OH···O motions is the expansion parameter. It is found that the lifetime fo the OH···O bonds in water is shown to be rotation limited.
