Abstract

The frame in which natural territories have to fulfill their mission of protection and\or development has evolved and evolves ceaselessly. The territorial reform of December, 2010 in France is an additional stage that brings to light the inherent problems of these devices. As in the Parcs naturels régionaux, natural territories have to mix protection and development. After 40 years of experience, the PNR is analyzed in regard to the various modifications envisaged in its structure and the territorial functioning. This paper examines how territories with intermediate status are impacted. Referring to the previous multiple and diverse situations that Parks encountered, some elements of explanation of the longevity and the relative fragility of this particular model of territorial development will be suggested.
