Abstract
This chapter is concerned with energy and climate change, which are seen as global issues affecting all countries. We therefore concentrate mainly on explicitly global governance scenarios. The ¿rst section reviews the history of global climate change negotiations to clarify the inherent dif¿culty of establishing an agreed and effective governance regime, and highlights the role of Europe in these negotiations.
