Abstract
This article tackles the inter-municipal cooperation issue not from the point of view of communal autonomy and resistance to numerous State led reform attempts, but by considering it as a subject of knowledge building. Based on the inventory and classification of the expert works devoted to it, the article identifies three types of expertise on these institutions, which are also three ways of considering the reforms of local institutions.
