Abstract

Urban freight policy is the set of policies, mostly at local levels, that target the urban movement of goods in order to reduce its negative impacts (pollution, energy consumption, congestion, accidents) and increase its positive impacts (provision of urban jobs, promotion of the economic vitality of cities, city logistics innovation). With the development of e-commerce and fast deliveries, urban freight challenges have increased in cities worldwide. As a result, policies are implemented in multiple areas: traffic management, curbside design and management, low emission zones, urban planning, job training, innovation support, clean vehicles. Despite progress, assessment of urban freight policy is not yet consistent nor widespread. Support tools such as best practice guidelines are increasingly available to cities worldwide.
